Goa Higher Secondary-Mock Parliament (SESSION 3)

  1. To experience the parliamentary process to pass any bill related to school level policies.

Check with group representatives of each group will ensure their group preparation is done one day before the mock parliament session. 

Bill 1 presentation 

1. Invite the Bill 1 group members to present the bill to Group 2. For this, half the group 2 students to be Lok Sabha members and other half to be Rajya Sabha members.  

2. After Bill is presented by group, Lok Sabha members will get a chance to ask questions about the bill and then they will vote for or against the bill. 

3. After their turn, Rajya Sabha members will get a chance to ask questions about the same bill and then they will also vote for or against the bill. 

4. If majority from both the Houses votes in favour of the bill, the bill gets passed and the teacher will sign the bill as President. 

5. In case the bill is not passed by a majority in either of the House, the Drafting Committee will amend the bill as per consensus and the voting will take place again until the bill gets passed. Similarly, follow the same steps for Bill 2, and for that session Bill 1 group will become Lok Sabha and Rajya Sabha members. 

6. Start the session and follow the steps to accept/reject the bill. 

(If time is limited, teacher can ask 1 group to present in Lok Sabha and 1 group to present in Rajya Sabha and decide on accepting/rejecting the bill) If both the bills need rework, then groups will come prepare and present again after the recommended amendments, voting will happen again, and bills get passed and signed by teacher as President.  

(Note – Additional time will be required to rework.) 

7. In case, both the bills passed, groups will decide on members of the committee to ensure execution of policy. (Members should be atleast 2 teachers, student council leaders, principal and 2 parents) 

8. Take signature from the committee members after sharing the policy to them and display the bill on Desh Apnayen Wall. 

9. Group leaders can present the policy in school assembly or to 11th Grade students if permission given by teacher and principal to spread awareness about the policy 

NOTE - If time permits, teacher can conclude the activity as mentioned below. Incase if time is short, ask the students – What did they learn from the activity?  

Invite 2-3 students from each group to share their experience (what did they enjoyed, what they think could be better/different, etc.) of Mock Parliament activity, any other examples of bills they know that have become laws, and their learning. 

Teacher summarizes the key learning points for the activity.  

  1. Law means the rule of a country or state for people for what to do or not to do. 
  2. If in the existing laws changes are required, then proposed document is called the bill.  
  3. If the bill gets approval from Lok Sabha, Rajya Sabha, and President then it is law or act. 

For this activity, the following can be updated by office bearers on the wall. 

  • Signed final bill which is now Law/policy. 

  • Each group leader will ensure their group finishes pre-preparation prior to Mock Election activity.
